Considering suds hasn't been updated for an even longer time than SOAPpy, I'd say SOAPpy is less old and clamsy.

If you refer to original suds by Fedora then yes this fork of SOAPpy is newer, but Jurko's fork of suds is newer than SOAPpy.

The fact that both projects are basically dead is also not good. But there is another SOAP library for Python python-zeep which is still active.
