add a file with Code owners in the /doc folder. This way, the right people are automatically assigned on pull requests, and we enable better communication between the three organisations.

@pv-camecon: I believe you already collected this information for the CE side. @ACampmas: would be good to have some co-ownership from the World Bank side too.

GitHub has instructions on how to do this.

Iron & Steel: Pim Vercoulen (preferably another in addition)
Hydrogen: Áron Hartvig, Pim Vercoulen, Barnabas Benyak, Sachin Gulati
Agriculture: Pim Vercoulen, Barnabas Benyak
