[5.x]: System messages modal width is quite small and language drop down is misaligned to header

What happened?

Description

When viewing the system messages areas of the Craft CMS control panel the default width of the edit message modal is quite small:

This can be resized, but it's default seems a bit small.

In addition the language dropdown appears mis-aligned relative to the header.

Steps to reproduce

1. View utilities/system-messages
2. Select a system message to trigger the modal
3. The modal will be quite squased by default along with slight mis-aligned items.

@i-just Thank you. It is not major, but something I noticed recently as a minor UX area when implementing a system message for a module.
