When dragging a field up in the field layout the screen doesn't scroll anymore

Description

Since the new update (3.0.13.2) it seems to be impossible to drag a field up the screen to a tab.
In 3.0.12 this still works as expected. This is to me a critical bug , since updating things and adding fields to an entry is quite impossible without hacking.

Steps to reproduce

1. Have a lot of fields / field groups , so you need to scroll down to grab your field and drag it up
2. Grab the field and drag it towards the top of the screen
3. The Field Layout section isn't automatically scrolling down anymore.
