"Default Tax Zone" checkbox has weird label

In a Tax Zone's Edit page, the checkbox to mark the zone as default has this label: "This tax rate will not be applied if a valid businessTaxId is entered into the shipping address." Shouldn't the label be "Default Zone" like it is in the index, and maybe this text should be a description below the label?

I noticed this too, because I could create a tax rate because I had no default tax zone.
So the label is definitely incorrect.

In Commerce v1, the label for this field was: Default to this tax zone when no shipping address is set
