Add a command that allows named voice channels to be added by anyone

Obviously there should be a limit on the number of active voice channels not to mention that channels that are unused for more than 5 mins have to be removed.

Aside from that, I think it would be a great way to bring the community together. It improves visibility for those using the voice channel, especially if anyone's welcome to join.

Class channels can already make temporary voice chats. Does this suggestion differ much?

The ask is to expand to more channels. Rn I think the code is restricted to class channels so we will open it up. The recent work expanding channel perms makes this really easy.
