Ensure rendering sheets at the beginning

Ensure it is always rendered before any user sheets in order to allow them have a higher specificity.

@kof Do you just want sheets to always be inserted before any existing style elements in head? Or do you just want the first to be inserted before any existing sheets and then the following sheets inserted after that one?
