Tooling playground?

Created following an exchange with @kghenderson on Slack:

i wish the cue playground supported (basic) tools and perhaps some allowed/sandboxed/stubbed commands

This very much aligns with what we have in mind for cuelang.org. cc @Lyoness.

A key requirement here is that there be a general purpose "machine" available on which to run the workflow.

The idea is generally that we will have a restricted VM like those provided as part of the interactive guides on https://play-with-go.dev, e.g. https://play-with-go.dev/go-fundamentals_go119_en/ (I created the site - it's safe for you to authenticate and have a play around!)
