Add new option to format all forms as Indent Only

Sometimes users would like to be able to format all forms with single indents, as described by tonsky. There is a _Default to Only Indent _ option, but that only applies that format when a form has no other config, and many basic forms have built in config. There should be a new option which applies basic indent across the board.
