dart2js + isolates: Make use of D8 Workers #30217

We 'removed' D8 Workers in js_runtime/preambles/d8.js to force a fall-back on using existing loaded code.

We should try to use D8 Workers. They are not very compatible:

D8 Workers take a script instead of a URI (or, for D8, filename would be suitable.)
We could try to pass the script load("filename")
Errors in the script cause errors in the calling isolate, rather than calling onerror.
MessagePorts are not implemented

D8 Workers could be improved to better resemble browser Workers. Another issue a use case for this.
