[BUG]: principal-prefix-access/create-missing-principals does not create all the roles from external locations #3505

Is there an existing issue for this?

Current Behavior

The cli commands do not create all the UC credentials automatically based on the external locations identified in the assessment. Current workaround is to create the roles manually. The locations for which the roles are not created do not have a trailing slash after the bucket name.

Expected Behavior

The commands should automatically create the required UC credentials
