Data Domain - Ownership inheritence

Describe the bug
If you allow Owners to all Metadata Privileges on their entities a owner is allowed to create data products inside this domain, but is not allowed to administer this new created data product.

To Reproduce

1. Create a policy like the following.
   
2. Use a non Editor user X
3. Precreate Data Domain with Admin and user X as Owner
4. Create Data Product with user X

Expected behavior
User X is owner of new data product or is not allowed to add data product

i see 3 possible solutions:

1. Disallow the Owner to create data products
2. Add the user X as owner to the created data product
3. Add permission similar to feat(privileges) Create privileges to allow for managing children of entities #6346 for data products
