If a root dataset with a given version can not be found, the root-dataset identifier is unknown. In this case, meta-dump emits a metadata record with "dataset-identified": "<unknown>". This is not properly handled in meta-add. meta-add should be fixed to accept "<unknown>" as dataset-identifier.
