During the project build process on Windows, files from the official site are used. However, these files lack debug symbols, resulting in the DEBUG mode build not working. It is necessary to configure the builder to work with files from the DEBUG PHP folder, but this requires properly copying the files.

I currently don't have access to a Windows machine. Would need someone else to look into it and fix it.
