Convert absolute track to relative #495

While the data was received in absolute lat/long, the analyst may wish to conduct the analysis in a relative mode.

This would require the lat/long track to be compared to a time and location origin.

So, the user would have to:

enter a singleton location (in lat/long)
enter a singleton time
select the two singletons, plus either a track or a location document
right-click and select "Create > Generate relative datasets"
