#882 pins the .NET version to unblock oryx build failures.

Once the oryx repo updates their dependencies, start installing latest version of .NET using apt install.

Created a PR for this change here: #991
As suggested, the PR is in draft mode and will be addressed once all the dependent packages are up-to-date for this dotnet migration

Unpinning the version caused issue.
Pinned dotnet version is 8.0.202.
PR: #1181.
