f.e.:

$ mkdir -p $HOME/go
$ echo 'export GOPATH=$HOME/go' >> $HOME/.bashrc
$ source $HOME/.bashrc

This should IMO not be included in ~/.bashrc at all. I believe the proper place is ~/.profile or ~/.bash_profile or /etc/profile.
