Pocket IC based drun

Resources (PR) for using pocket-ic based drun.

Basic Idea

Rewrite drun to use pocket-ic instead of linking to replica.
This drun could remain hosted on ic or perhaps moved into motoko repo.

Attempts to get PocketIC based drun.

• Martin's PR replacing drun (working in nix-shell, but not nix derivations, I think) chore: use PocketIC in drun #4555

• Using drun within nix derivations (used in CI tests). Not sure it ever worked. Claudio/pocketic based drun #4557 (builds on chore: use PocketIC in drun #4555)

Unresolved issues:

I think the main issued were the fact that PocketIC had dynamic dependencies not supported easily in nix and the use of networking by the pocket-ic based drun.
