I have Unity 2019.2.9.f1 x64 and official portable VS Code 1.39.2 x64 on Win 10 x64.
After installing the VSCode , ther is no VSCode tab in Unity Preferences menu.

I had this issue but I also had a compilation problem in one of my scripts. When I resolved the compilation error, the VSCode tab appeared.
I'm not sure if it was related or not, but if you have compilation errors and don't see the VSCode tab, go fix those errors and double check.
