As part of the starter data we need to create a content type (dotAnnouncement) with the following fields:

• Title
• URL
• Icon
• Date

Acceptance Criteria

• An upgrade task is implemented with the logic to create the new content type with its fields
• New empty/full starters are generated and contain the new content type
