The Tags field should properly handle the disabled state when the lock feature is activated. Users should not be able to add, remove, or modify tags when the system is locked, ensuring that no unauthorized changes can be made.

• The Tags field should be fully disabled when in the locked state.
• Users should not be able to add new tags.
• Users should not be able to remove existing tags.
