Pasting from Windows clipboard history (Win+v) doesn't work

Pasting something using the windows clipboard history (Win+v, then selecting something from the popup) doesn't work properly. It looks like it works properly (the text in the console seems right). But the commands are not parsed properly. Copying it back out of the console and pasting the same thing back in using ctrl+v works properly, so I'm guessing it is something with the keystrokes being received.
