We have a PR dotnet/runtime#108709 out to address this issue.

The IndexOf issues should be addressed now by dotnet/runtime#108709. Note, we expect some perf cost in specific scenario when searching all ascii string inside all ascii string while failing to find the search string.

This issue now mainly for System.Security.Cryptography.X509Certificates.Tests.X509Certificate2Tests case.

I see that System.Globalization.Tests.StringSearch.LastIndexOf_Word_NotFound(Options: (, IgnoreCase, False)) and System.Globalization.Tests.StringSearch.LastIndexOf_Word_NotFound(Options: (en-US, IgnoreCase, False)) from #44373 remained regressed after the fix. Are these expected to remain regressed as you described @tarekgh ?

@matouskozak yes, it is expected to see some cost with the fix in specific cases. By the way, the tests here are extremely sensitive. The perf regression of the actual app scenarios shouldn't be noticeable.
