Linux kernels that we run in the lab should have reliable implementation of MemoryBarrierProcessWide now

Fixes:#11177

This is a test-only change.
While working on #35817 and looking at test coverage for Volatile I noticed that the MemoryBarrierProcessWide test is still not enabled, while the issue should have been fixed.
