Improve NuGet package download API added in #16443 with the following:

  • Multiple feeds support (nuget.config)
  • Authentication
  • Signing verification
  • Proper error handling
  • Cancelation token (optional)
  • --disable-paralle
  • --no-cache
  • --ignore-failed-sources
