Describe the bug

When attempting to pack a Windows Forms project, including a referenced .NET Standard 2.0 project, the command fails and the following SDK resolver failure is emitted:

SDK Resolver Failure: "The SDK resolver "Microsoft.DotNet.MSBuildSdkResolver" failed while attempting to resolve the SDK "Microsoft.NET.Sdk". Closing, this is a Visual Studio, and/or nuget.exe (therefore MSBuild) problem. Will refile accordingly.
