Provide an error at install time to guide customers to include --roll-forward Major in dotnet tool install

Given that #31957 is reverted, per discussion, an error needs to be provided at install time such that it provide guidance on including a --roll-forward option when running another dotnet tool install --roll-forward Major. This allows customers to roll forward to the latest runtime at install time, without making changes in dotnet run. A minor drawback is that it might break some customers' automated install pipeline. There are potentials to make changes in feature band update.
