Cannot re-start php workspace #5042

Steps to reproduce:

  1. Create a PHP workspace with a sample project. Make sure php language server is on
  2. Open index.php.
  3. Create new.php file
  4. Stop workspace.
  5. Start workspace.
  6. Initializing language server notification popup never goes away.
