Improve handling of environments

As GitHub creates them automatically in some cases, e.g. a github-pages environment when deploying GH Pages via a workflow, the sync check might fail though the intent is to create such an environment in the first place.

To avoid confusion and frustration, otterdog should be more lenient wrt environments.
