[UUX] Improve save button visibility when creating/editing notifications

Create Notification
Save Button hard to find – should be with the data entered? Depending on screensize when scrolling down this is not visible

How to improve this:

• Move the save button somewhere else -> Where exactly? If it is at the bottom it might not be visible either, when not scrolling down. Having it move around dynamically seems counterproductive too.
• Make the save button 'static' -> Always visible in the top right (or bottom right?), always on top of other elements
• -Make the page 'static' -> Not scrollable (But how to deal with different screens / window sizes?)-

My suggestion: Option 2 - Make the button always visible
but open questions:

• What about the elements it might be concealing? Have to keep that in mind.
• What about the other actions? For example in the notification detail view, there are multiple other actions (approve, close, cancel, acknowledge, accept, decline, edit) -> Do they have to have the same behaviour then?
  -> Most likely concept needed
