tests: added postgresql version of HttpConsumerPullWithProxyTest #376

WHAT

Adds postgres version of HttpConsumerPullWithProxyTest also some refactor for future PG or multienvironment tests

WHY

E2E testing with PG

FURTHER NOTES

Other E2E tests like

  • CatalogTest
  • NegotiateEdrTest

should be ported in multi-environment fashion like HttpConsumerPullWithProxyTest.
