Markdown Javadoc should return links for {@link}

{@link Foo} are currently returned as Foo in markdown
We need to figure out under which URI scheme (if any) to return these links.

@dbaeumer @egamma Is there a magic URI that we can use on hovers that will open an editor in VS Code? Or possibly invoke a command? Any suggestions?

Adding @jrieken. I think something like command://....

You can use file:///foo/bar-references to open other resources from disk, command:command_id to run a command, and you can register your custom schema and use that.
