Description

On latest sw360 896a912

Now user can set the group feely, even if the user does not exist in the group.

Sometimes, user want to set the group which do no have any kinds of member temporary.

But, setting restriction the rules and allow user to set only existing or user's primary or secondary group, it is not bad.

We need to decide the spec.

For following #1321 , User can set Group name freely
