Create a base linter configuration

Describe the enhancement:
Create a base linter configuration that will be spread and use across all repositories owned by Elastic Agent team.

First potential candidate to explore is: https://golangci-lint.run/

Purpose of this issue is to create a basic config that will be our foundation. Obviously we will iterate over this config later on depending on the use cases we may face.
