Specify Synthetics monitoring private location in ECK #8386

Right now we are not able to create a Synthetics monitoring private location via Kubernetes objects.

Kibana allows Synthetics monitoring private locations using the following ways:

Kibana UI, not applicable in this case
Using the Kibana Private location API
Using the Kibana Saved Objects API, covered by Elastic Stack Config Policy: Add Kibana objects to the capabilities #7102

Another option would be similar to Agent policies and being able to configure it via kibana.yml, described by elastic/kibana#205310
