Right now, the Stack Monitoring UI assumes there is always exactly 1 rule of each SM rule type. With the combination of #91145 and #100133, and based on feedback seen in #92128 (comment), we'll need to make sure the UI can handle 0 rules for a type as well as > 1 rules for a type.

AC:

  • SM UI handles 0 rules for a given rule type
  • SM UI handles > 1 rules for a given rule type (in addition to > 1 firing alert per rule)

Note: when nodes each generate their own alert instance, we'll need to account for that as well
