[ML] Switch to DataViews service

Part of #124063

The DataViews service was broken out of the data plugin into its own plugin. The indexPattern service was left in place but is now deprecated. We need to update any usages of the old indexPatterns service in ml-ui owned plugins to work with the new dataViews plugin:

• data_visualizer [ML] Data Visualizer: Migrate IndexPattern service usage to DataView service #127752
• file_upload [ML][File upload] Migrate IndexPattern service usage to DataView service #128600
• transform [ML] Transforms: Migrate IndexPattern service usage to DataView service #128247
• ml (no remaining usage of indexPatterns service)
