[Dashboard] Make Dashboards shareable across spaces

With the recent changes to make saved objects shareable across spaces, and dashboards being "share-capable" we should now go one step further and make them "Shareable".

This feature would be a huge time-saver for us. Today, we are using OOB dashboards from integrations and we have to manually export and import into all spaces that we want them. However, after any updates to the dashboards forces us to go through that export import process again which is tediousand time consuming.

I would be happy to contribute in any way that I can to increase the priority of this feature.

I believe this is currently blocked until all SO types referenced in Dashboards can be shared across spaces. This includes Maps, Visualize, Lens, Saved Searches and likely a few more.

This was opened while ago, not sure if it's still valid #128907

The shared UX team owned this initiative a year ago but they told me recently this work had been deprioritized (cc @sixstringcode ). We should also keep @bytebilly in the loop since they will be doing some space management work for serverless.
