Reduce empty space in Logs UI

Describe the feature:

Currently, the Logs UI wastes a lot of screen space for emptyness, e.g. the headline is pretty large, yet provides no value at all. This makes the area showing the logs quite small. The window is already fullscreen and everything that can be collapsed is collapsed. The overall application header also takes space, but isn't shown in the screenshot.

I've marked areas in blue that seem wasteful to me.

This relates to #134412:

Elastic's goal is to have the best logs experience.

• Discover does have a fullscreen mode for the results, which also gets rid of the entire application header
• The headline in the content view could be removed without replacement.
• The loading indicator could be merged with the last update line, maybe even animating the line there.

Describe a specific use case for the feature:

Consuming logs should focus on logs and be possible on my notebook without wasting too much space (MacBook Pro 14").
