[Security Solution] Layout shift in Data Grid Cell actions UI

Describe the bug:
There is visible and observable Layout shift in Data Grid Cell actions UI,

Kibana/Elasticsearch Stack version:
8.9/8.10

Server OS version:

Browser and Browser OS versions:

Elastic Endpoint version:

Original install method (e.g. download page, yum, from source, etc.):

Functional Area (e.g. Endpoint management, timelines, resolver, etc.):

Steps to reproduce:

1. Go to Security Solution -> Alerts
2. Hover on any DataGrid Cell
3. Observe the layout shift in cell actions UI as they appear and their width change.

Current behavior:

Expected behavior:
There should be no layout shift in Data Grid Cell actions UI

After the EUI changes to the DataGrid CellActions, this problem does not happen anymore:

new_cell_actions_alerts.mov

Can we close this bug?
