Optionally have dashboards locked when sharing the saved dashboard URL

Describe the feature:

We recently upgraded to 5.6 and the lock feature of Dashboards is a little odd for our use case when sharing. We share our dashboards to other sites and some users only interface with the dashboards from that shared url on that site. Now they are no longer able to move or resize visualizations on the dashboard presented. Sometimes they want to move them around depending on certain situations and understand that the changes are temporary.

We want the old behavior back but understand that not all would want this so here is one option to make this configurable.

• Add a flag to the shared url that will allow layout positioning (move/resize).

Hey @JacobBrandt, so to clarify, you'd like users to be able to resize/move panels in a Dashboard after you embed Kibana via an iFrame? What about the additional actions that you can perform from the following menu when the Dashboard is in "edit" mode?

Good question. Full screen is also OK. We don't wan't them editing the view of someone else though so that rules out editing a visualization or deleting from the dashboard. We want the same behavior as we had in 4.6. Changes are only applied to their instance. We could leave delete in there without saving the dashboard but they have no way of adding it back so that's why I'm sticking with move/resize/full screen.

I'm going to have to look at that customize panel option. That's a new option I've never seen before. I don't think that is in 5.6 but it definitely intrigues me.
