[Saved Object Tagging] Make tags shareable

As part of the effort to make dashboards shareable, we should also make tags shareable since most saved objects can reference tags.

@cqliu1 - This is still in our triage, can you clarify: Is this an ask for our team to work on, or are you working on it and want our review/observer inputs?

@cqliu1 informed me that it was for the Kibana Presentation team to work on, but currently that project is paused. (SharedUX can pick it up if it has its own interest in this feature.)

@petrklapka @vadimkibana We originally planned to implement this work and only require review from Shared UX team, but currently the shareable dashboard/analytics effort has been paused. We're not sure when we'll resume this work, so if you have the bandwidth to tackle this work and see this feature as a priority, please feel free to plan this work in your roadmap.
