Pie chart with no data not displaying "no results found"

Not sure if this is a regression.

Unfortunately our handling of empty data is quiet different, depending on what aggregations you actually use. So in case you use Count 0 is a valid number and we rather show an empty chart, while Max bytes won't return anything for empty buckets on the ES side.

The same is basically true depending on which bucket filter you use. I would close this ticket in favor of #16640 to track rethinking and refactoring this whole chart has no data view in general, so it's better aligned over all charts and data if possible.
