Reset or change panel action on dashboard panels is not announced by screenreader

Kibana version: 6.3.0 BC6

Browser version: chrome latest

Browser OS version: OS X

Original install method (e.g. download page, yum, from source, etc.): from staging

Describe the bug: If you change or reset panel titles - screenreader doesn't announce that action completion to non-sighted user.

Steps to reproduce:

1. Use voiceover
2. Click on edit on dashboard ->go to panel actions -> edit or reset the panel title
3. Screenreader announces where the user is but once the user completes the action - there is no indication.

Expected behavior: Kibana should alert the user about action completion

Strange thing is sometimes it seems to say [name I am typing] new panel title, other times it 's just announcing which keys I press.

If I click control+option+space, it at least does seem to tell me reset was clicked.

Not sure what to do in this situation, so maybe design can weigh in.
