This is essentially a request for a new type of input control, one with two dropdowns. In the configuration of this new control type, allow the visualization creator to define the fields they want as part of their controls. This way, in a single control the dashboard user will be able to select from the available fields and then choose a value of that field in the second dropdown. Basically, this UI as a visualization type / control:
