[Logs UI] actions menu update

Is your feature request related to a problem? Please describe.
The current actions menu (holding links to other solutions) is overwhelming and hard to grasp/read. Furthermore, we have this kind of menu all over observability - but not consistent.

Describe the solution you'd like
We would like to update the overall appearance of the actions menu.

Actions menu in logs app

As far as I know, there is only one instance of the actions menu in logs, in the log message details flyout.
