When xpack.security.authc.api_key.enabled is false, enrollment API keys are not able to be created/used. This can happen if user does not configure TLS. We should make sure that:

  • An appropriate warning is displayed in Fleet UI
  • A corresponding error is thrown when hitting any relevant Fleet API endpoints
  • The case of creating a default policy + its enrollment key is handled (related to initial work done in [Fleet] Fix api key creation #54498)
    • Should we not create a default policy at all if API keys are disabled?
    • What happens if a default policy is created, but its API key isn't (due to being disabled)?
