Ingest Node Pipeline Editor descriptions disappear while moving processors

Describe the bug:

The processor descriptions disappear while moving processors.

Steps to reproduce:

1. Edit an ingest node pipeline in the editor.
2. Click the move processor button.
3. All descriptions disappear.

Expected behavior:

Processor descriptions would remain visible while moving processors. This information is really helpful when deciding where to place the processor.

Thanks for opening this issue @andrewkroh ! That is a really good point, this was initially done to prevent the UI from getting too cluttered, I believe. However, I see how merging #95507 made the effect of this information being hidden more pronounced and detrimental.

Actually, looking at the code it looks like the intention was to hide just the No description placeholder to declutter the UI. But now the "placeholders" are actually quite useful to preserve!
