Describe the bug

I've encountered two notification bugs in my usage. I've also confirmed this with five of my friends in an encrypted room.

1st: I do not get notification sounds most of the time but vibration only. Notification sound works occasionally though, which makes things inconvenient.

Also, if I try to "troubleshoot notifications", it works. But, while using the app or after minimizing the app, I don't get notified with any sound, it just vibrates.

I have enabled notification sounds for the app and can confirm that all other notification sounds with Slack, Rocket Chat etc works on my mobile device without any troubleshooting.

2nd: When I click on the notification from the status bar, sometimes that app does not open. I must manually launch the app to access the messages, which is super inconvenient.

To Reproduce

Steps to reproduce the behavior:

1. Go to en encrypted room notification settings
2. Select noisy/general notifications

Expected behavior

Should give consistent notification sounds
and the notification when clicked on should launch the app as expected.

Thanks for the heads up. In this case, it isn't just happening when connected to WiFi, but both mobile data and WiFi.

It seems this is fixed by this PR in v2 Notifications #3786

As #3786 (comment) notices and a few people I know this is a regression on the amount of notification sounds I get from a single message. Sometimes one message gives 8 sound notifications.

Done in 1.3.4

There was a combination of the notifications vibrating when they shouldn't and sounds always triggering in some cases, which ended up creating inconsistencies.

Feel free to reopen if the problem still persists, further fixes have been made by #4274 which will hopefully be in the next release
