[Story] Click on user permalink

Description

As a user I want to be redirected to the user detail page when I click on a user permalink so that I can so more details and action related to the user.

• If the permalink is related to a member, of the current room, the application should navigate to the room member page.
• If the permalink is related to a user who is not a member of the current room, the user profile details can be retrieved to display some information.
